We have covered a free app called AeroWeather which updates the Windows 7 taskbar color based on the current weather. Weather Desktop Background is a freeware application which can change the desktop background based on the weather condition of the location you have set. You can select any location (US locations are available in the application) and then based on the current climate at the selected place, the wallpaper is changed.
You can select the location using the settings.
The application comes with 21 wallpapers in black background and the climate condition written on it. But you can easily change it to desired wallpaper by click on the exiting image.
The simple portable app works perfectly on Windows 7.
