JumpControl is a simple freeware and portable utility which adds shutdown, restart, sleep, log off, lock and switch user to Windows 7 taskbar. You can easily pin it to your taskbar to use, and open the app to bring up the configuration window. You can configure the options which you need to be available in the taskbar. Once pinned you can easily shutdown or reboot Windows 7 from the taskbar.
