There isnt one devcie which matches up all your criteria. You can look at Lenovo A6000 or A6000 Plus, I would suggest to go with latter at 7499 and it goes on sale on 28th.
BTW Lenovo does not offer OTG on Android KitKat. You might need to think of 4.7 inch Redmi 2.
