The best encoder/convertor is the Super IMO.. the new version has lots of features..but i think it doesn’t have the mobile option.

@There are many instances where you would want to do it, for eg a video ringtone can be made using this. It can convert both ways,

I wonder what the use of doing so is. Maybe the opposite would be a good idea.

PS: You might want to remove the burst/adsense box above comments, as burst shows animated images mostly, and AdSense folk may not like it.
